I know that Romanian Communists are very fond of him, but I don't know about his reputation in the international arena. So, are there any non-Romanian Communist Parties that uphold him?

The British state gave him a Knight Grand Cross of the Most Honourable Order of the Bath, if that's any help. The Queen's favourite 'communist' dictator.

Unless the Queen belonged to a Communist Party, that doesn't help. And I think she liked Tito more than Ceausescu.

If there are, they are fucking imbeciles, to put it as clearly as possible. Much like in Russia, the main Romanian communist party is primarily nationalistic and therefore will embrace this period as a shining example - being as it was a time of rampant nationalism. But all that nationalist fervour can't keep things together when you sell out the country to the World Bank and IMF.

No, I don't think there are any "Ceausescist" parties, outside of Romania of course. And as mentioned, the Romanian official communists are, much like the KPRF, a gang of sclerotic nationalists and reactionaries with some social-democratic ideas.
It seems Ceausescu simply never had the raw charisma or intellectual independence of people like Kim or, for some reason, Tito - or perhaps his usefulness to Western imperialism was a bit too obvious.

I wonder why they don't uphold Gheorghe Gheorghiu-Dej in the same manner. After all, it was him who "freed" Romania from the Soviets, Ceausescu just sold it to the West.

I would be willing to bet that the US Marcyite outfit, Workers World, reveres Ceaușescu. It's just a guess, but it certainly sounds like something they would do, and their "Global Class War" stance probably lends itself to efforts to deodorize ghastly tyrants like Ceaușescu.
