The news comes from sources close to the process, and at the same time the collective of ETA prisoners will launch a declaration opening the way for each of their prisoners to take individual measures.

ETA wants the agreement process to be verified by an ‘independent’ international body.

Experts who know about ETA movements, say it will be difficult for them to issue a communication before the end of the year, and then the announcement maybe for a slow release of weapons, verified by the international body.

In this declaration ETA also undertakes to present an inventory of firearms, explosives and ‘zulos’ where weapons and explosives have been left.

Experts say this declaration is coming from ETA with no consideration for Central Government as the terrorist organisation considers that door to be firmly closed. They won’t turn to Basque institutions either, only the independent international body which would act as a notary for disarmament.

As yet no revelations have told us which independent international organisation ETA may be thinking off.

The announcement comes after two years of inactivity, and observers say that interval could not be extended because their prisoners and the political surroundings need to know what is planned, and likewise such a declaration could not have been taken seriously if it had not followed a two year period of quietness.

Another thing affecting the timing of this announcement is the regional elections in the Spring of 2014.

To make a favourable climate for the process, the radical wing, La Izquierda ‘abertale’, the nationalist left, have told the sources that they will be looking at three forthcoming events.

Firstly, a celebration in Mexico on the 16 and 17 of the month, where Latin American personalities will give their voice to peace.

In October, the Bildu Government in San Sebastian will organise an international conference of Mayors about peace in ‘Aiete’. In the International Peace Conferences held in San Sebastian, six of the Aiete are seated. They are Jonathan Powell, Gerry Adams, Bertie Ahern, Kofi Annan, Gro Harlem Brundtland and Pierre Joxe.
At this meeting there will also be a discussion on transitions of governments when dictators are involved.

We should also remember something else which would change the scenario, and that is the famous ‘Parot doctrine’. This was first adopted in Spain’s Supreme Court in 2006 to restrict ETA prisoners’ entitlement to early release and other benefits. It ensures that remission for work done in prison is deducted from the total sentence rather than the previous 30 year, and current 40 year limit for terrorist activity.

The ‘Parot Doctine’ is now before the European Court of Human Rights and if the court decides it is illegal, more than 50 ETA prisoners would have to be released.

Sources close the ETA are clear that now there is no way back, in the decision by ETA to end the violence. The next few months will be key if the peace process can start, after being on hold for several months.
