I remember the film as well. It certainly contained a lot of unpleasent truth regarding western consumerist society but turned out to be fake, eventually.

The film was written and directed by Slavko Martinov, an otherwise unknown filmmaker from New Zealand. Apparently, he worked on it for 8 years with only a few associates. "North Korean Professor" is played by an actor called Eugene Chang. They invented the story of north korean dissidents giving the material to the translator.
