depends on what you're studying. cambridge and oxford in britain are famously 2 of the 'best' in the world but why? they churn out bourgeois leaders and intellectuals who end up running the show, is that really a merit we should judge a university on? depends on what you wanna do, what kind of research you want behind your subject etc etc. if you want one just by prestige then you should ask yourself why. not assuming that you're trying to get into a top uni or otherwise, just pointing out that there are various perspectives which will give different answers to your question.

personally i wouldn't choose any one in particular but i'd lean towards european schools with continental philosophy departments, which are rare in anglo universities (although there are a number in america, canada and i go to a university in london which has representatives of continental thought). again, depends on your academic interests assuming that you wanna be engaged in your study.
