Do you think Historical institutionalism is a effective social science method in explaining sequences of social, political, economic behavior and change across time?

I'm fairly new to this Socsci method. I got interested in it when my prof talked about it (casual conversation).

I voted "yes" as an idiot. I didn't know what it was.

I love James C. Scott's Seeing Like a State which is apparently part of this "thing" according to wikipedia.

There's really good work that combines empirical work with theory.
