I have to write a bill for my American Government class. I was assigned to the Homeland Security and Governmental Affairs committee, so it could really be about anything.
I'm posting this because I'm interested in what you think would be a good bill to write and propose. I've personally thought of Immigration, Abortion and Gun control, but they're all so obvious and I thought that it'd be nice to maybe pick something more specific that needs to be brought to light.

Does it have to be a bill? Could you write a resolution condemning the treatment of prisoners in Guantanamo for example? If you could, that would open up alot more options and (possibly, depending on the composition of your class) improve its chances of passing. You could also condemn (for example) the ongoing persecution of anarchists in the PNW or the addition of a Golden Dawn member to the EU Human Rights Commission (?).
Also, does it have to be related to your committee? I'm guessing not (as you've thought of abortion etc. that aren't related to Homeland Security). Labor laws might also be a good one, you could repeal some of the more repressive ones that are still in effect. My bid to repeal Taft-Hartley in our mock legislature didn't go over very well unfortunately.

Better yet:
Resolved, as the final act of the United States government, that the government hereby dissolves and ceases to exist. All laws promulgated by said entity are null and void.

Now that would be quite the thing to witness! :D
OP: A focus on labor laws or the persecution of PNW anarchists would be pretty applicable to your assigned 'committee', especially the latter.

I was about to say, use the Homeland Security to initiate a TWCS Coup against the US Imperialist State.

How about a resolution that disarms the police

How about you turn this thing on its head and make a police state: no guns, no abortions, and make everyone question society

If it's homeland security, you could do something about the 'patriot act', anti-terrorism legislation and the actual and potential infringement of civil liberties by the US government?

"Homeland Security" sounds kind of dystopian in and of itself, but I think the name of the department should be changed to "Politboro of Internal Security". There's a bill for you.
open the borders. do it NOW.
Write a proposal that would criminalize the formation and upkeep of a state, but don't make it clear you are writing about the dissolve of the United States.

It has to be a bill. I'm also required to give a speech, and I had already planned to condemn the treatment of the prisoners and focus on American foreign policy as it affects our security at home.
If it's not related to my committee I'd have to find someone in another committee to co-sponsor the bill with me. The labor laws idea sounds great.
Thanks for all the other opinions as well. I don't really see me being able to dissolve the government or the state as I live in a very conservative town. Maybe with some fancy wording?
