I approach you in times of desperation. You know when you can't find the remote while you swear it just laid besides you? And you end up looking for it for 5 minutes, 10 minutes, and while you could more efficiently walk to the TV and change the channel, you have to find it?

The same with a word. I know it exists, but I cannot find it. It frustrates me. I've been googling for 20 minutes. I don't have to use it and finding it will be unsatisfactory in comparison to the effort of finding it, but I just have to.

It regards property rights. The right to use unused land. It's called something like 'fructruction'. I only know this, and that it made etymological sense in Dutch, as it literally pertained to the right to use land. Does it ring a bell?

Please help me! Please!
