In another thread about Cuba there was some confusion over how someone can put forward themselves for the election process for municipal and national elections. One forum member alleged the PCC must approve the candidate list, which was argued against. I don't believe the PCC approves the candidate list, but someone or a group does, not so if it is the outgoing members or a community group. When I was at Cuba I witnessed municipal elections, we were told that candidates have to be approved, but I have forgotten who does this.

Can anyone clarify with empirical evidence this part of the process?

Peter Roman's article Representative Government in Socialist (http://www.jstor.org/stable/2633828)does a great job at explaining the system. It's Jstor but I presume some folks have access to it (or asking other member for it can work too of course)
