A cursory google search tells me it's a movement against overconsumption based on ecological economics and the downscaling of production and consumption. Advocates argue that overconsumption lies at the heart of environmental issues and social inequalities. Never heard about it before now.

Yeah, it's a pretty uncommon environmental-political movement. It's basically saying we need to reduce our ecological footprint, reduce the world's population and stop pursuing growth fueled economic policies. More economic growth means more waste and environmental degradation.
I think it's kind of like the idea of a steady state economy, but putting more emphasis on fixing the problem we're at now. As far how they plan on doing this, I don't know.

The thing you always have to ask with this sort of thing is; whose consumption is intended to be reduced?
If they mention reducing the consumption of anyone that isn't mega-rich or a high-ranking government member, they're fucking hypocritical lying frauds whose genuine interests are either being an obnoxiously misanthropic waste of skin (after all, why give a shit about humans if there are "too many" of them?) or they are desperately seeking to blame the poor and powerless for the environmental damage for which the rich and powerful are ultimately responsible.
