Worthless pieces of shit like "Sheriff Joe" destroy a lot of people's lives just for some media glamor and ideological grandstanding. That stuff with his "possemen" the article goes on about sounds like some paramilitary mentality. This was just bad:

What's worse is they're preying on these towns and running what seems to be a protection racket (not much different from these "gangs" Arapio claims to have cleaned up!), positioning themselves as the only option for law enforcement. The article says the town of Guadalupe pays $1 million+ for police protection from Arapio and his dipshits because they have no one else to turn to.

I think the larger problem is more to do with the people who keep voting Arpaio into office, rather than Arpaio himself. Although even in the world of American law enforcement, he's made quite a name for himself.

But yeah, as long as "get tough on crime" attitudes persist, and an attitude of apathy exists in regards to people's rights in the context of prison, Arpaio can be easily replaced by another bastard.

I actually witnessed this. Was unlucky enough to be catching a bus right outside of the Guad border at the time.
By my count, there were at least 7 cars and 3 SUVs pulling into Guad in a 30 minute time frame.
Didn't end there tho. For the next few days, cops were posted up in Guad and neighboring cities at pretty much all times of the day. I dunno how he's claiming that his posse is only at the schools. They're pretty much everywhere.
It was pretty sick. Joe and co. will not stop until they're forced to.
After winning election by a good 40% last year, he announced he'd be running again next year. I think he'll be 86 at that point. No good reason for him to be sheriff at 86...

Elected law enforcement is not the problem here, unelected law enforcement in countries like Turkey and China are far more worse, corrupt and violent than anything in the United States.

The real issue is one that applies to all forms of policing and law enforcement under capitalism, in whose interests do they serve. As long as law enforcement acts as the armed body of the bourgeoisie and serves their class interests, the likes of sheriff Joe Arpaio and their abuses against workers and the marginalised will continue.

When the results were announced, if I'm remembering correctly, Joe won by 40%.

"Frightened old white people" is certainly a real demographic here in AZ. But beyond that, there's a lot of disdain for illegal immigrants and the pressure they supposedly place on our local economy. Most of his popularity comes from the fact that he does sh*t like this^.
