Therefore, do you agree that what you know and feel, will be passed on through selective mating, shared knoweldge breeding and education, etc etc etc, could eventually give rise to a neuveau enlightened human species with telepathic abilities, and a more complete view of the universe and the role of mankind in it.

Personally and no offense, man... I do not give a shit about "telepathic abilities".

Selective racism for the sake of development is sick. Wait...... development for development's sake .. is very similar to the central idea of capitalism (endless and dehumanising market expansion.)

"Telepathic abilities" have no place outside psudo-science. Evolution is a process that takes hundreds of thousands if not millions of years to create a significant change. Technology however, is much faster. What I believe that we are going to see, is a compensation for human weaknesses though biomechanical parts. (We will all be half-human cyborgs).

Why do you assume that rascism would play a role?

In fact if you were really to selectively breed for specific merits(intelligence, strnght and stamina or whatever it is youre shooting for) you'd end up taking indiviudals from all races. That sort of selective breeding is all about indiviudals and their genetic suitability, not that of larger groups.
