Not just the CIA. Especially since the launch of the 'global war on terror', with all the privatization and use of contractors, the usa government has admitted that the 'intelligence' community has gotten out of hand; and no one really knows how big it is anymore. They really don't know how many entities are involved. It's like a black hole, sucking in dollars.
