What is really sad about this case though is that the only thing that is surprising is that it got to court at all. That took some real guts for that woman to not only take a rapist to court, but take rapist cop to court.

Although unfortunately I don't find it surprising that a scumbag cop didn't go to jail after abusing his authority to rape somebody, this particular paragraph angered me particularly:
While Scully said that he was not completely convinced that Emanuele would not commit a similar crime in the future, especially after hearing the victim’s detailed testimony, he said he was confident that the Monmouth County Prosecutor’s Office investigated the case thoroughly and honored the plea agreement, which he called “fair in the interest of justice.”
If this man is in any way likely to rape somebody else, he is a danger to the community and should not be just walking free! I don't agree with jail as a punishment, but from the perspective of keeping potential future victims safe, this man should be kept away from the general community until there isn't any doubt that he won't do it again. Sure, he no longer has the authority of being a cop to help him rape people, but if he is the kind of predator that would abuse that authority in the first place, I can't help but feel that even without that authority he'd still find a way to be coercive.

He actually raped her in a church parking lot? Just another reason why rapists should be gelded.
