looking for a really ugly animal

i saw a wikipedia page about it before but i can't for the life of me remember the animal's name.

basically it looked like a drowned rat with a long snout, webbed feet, and tiny black eyes. really horribly ugly and strange looking. i believe it can be found in northern spain, but when i searched for 'mammals of spain' it didn't come up.

please help me out here.
