Is there some source that provides figures for illicit drug consumption within the Eastern Bloc? From what I have heard, the amount of drugs available in the Eastern Bloc was minuscule compared to now, and this is something that I consider to be rather interesting and a victory for the Eastern Bloc.

There was some weed, but it wasn't widespread. Then there was some heroin abuse in the 80s during the war in Afghanistan, and of course there were "enthusiasts" who prepared stuff from poppies and such, usually marginals.
Vodka was a much bigger problem.

I don't think limiting it to illicit drugs is useful. Obviously you're not after this information as a simple bit of historical fact but to prove a particular point about the ramifications of the fall of the USSR. Seeing as this is your intent i'd suggest focussing on consumption of recreational drugs regardless of their legality. You're also going to have to be incredibly careful about illicit drugs statistics precisely because they are (or were) illicit and thus the data is inherently suspect as it would be drawn solely from drug seizures, arrests and speculation which gives factually innaccurate information.

Drug use was practically non-existent until Soviet soldiers got all into heroin in Afghanistan, I'd assume.
