Why do these individualist groups always come up with the whackiest names?

Conspiracy Cells of Fire, Silver Bullets for Police Werewolves, etc. They always remind me of the anarchist stereotype that goes something along the lines of "THE TRAJECTORY OF THE MOON AND SUN, FOCUSED ON THE DYING OF THE LEAF, THE COMING OF WINTER AND THE FORNICATION OF A HIPPOPOTOMUS, COMBINED WITH THE ESTIMATE GROWTH RATE OF A WEST-SIBERIAN FUNGI, DIRECT MY RIGHTEOUS HAND TO THROW A FLAMING COCKTAIL AT YOUR FACE."

Anyway, kill all police.

Some of them are a bit ridiculous. It said police werewolf was a Russian term for cop, along the lines of pig. My favorite anarchist group was "Midnight Koalas", from Australia.

A meme and a well established tactic, these cells take a new name for about every action they do , this way one small group of activists both can pretend to be a thousand but if they get caught during or following one they can always claim to have nothing to do with all the others. its the same reason they intentionally switch bomb making styles, work with household items etc.
Besides its fun and romantic...

I'm automatically suspicious of all these reports if they don't have links to mainstream/local press articles or pictures/video.

Wouldn't want to be in their skin if the police catch them.
Russian police and Russian prisons are the worst and most violent in the whole world.

LOL, seriously?!?
I mean yeah they are pretty really pretty bad but they don't have shit on several glorious anti-imperialist shitstains in the middle east or asia...
I'll take a stint in a brutal but well disciplined labor camp in siberia anytime over get my balls eloctrocuted or watching my little brother get raped by some mukbaharat.

Yeah, read human rights reports about Tadmor prison in Syria...it's like reading some shit straight out of a horror film.

Russia's prison population has historically been "structured" compared to that, under the vor-v-zakonye system. Not nice places but definitely not as bad as prison in some areas of the world.

"Werewolf" is actually a term for a criminal who poses as a cop / wears police uniform to achieve his goals (I think it's obvious where it came from). But now this word is often used to denote the corrupt cops in general. As for the name for this particular action ("Серебряные пули против оборотней в погонах"), I think it was a very good choice, but I do agree it sounds a bit pathetic when translated into English.
