This guy is one of the first people to record the NYPD's stop-and-frisk policy in action (he was the one stopped). The conversation occurs around 2 1/2 minutes in, but the video itself is 13 minutes long:

It's still on the website you linked to. There's the full audio about 1/2 way through the text. Unless, the video you posted was of a different recording.

Nah, if anything seems more "suspicious" to cops than groups of youth then it's ethnically mixed groups of youth.

Yeah....no.Well in "The New Jim Crow" the author cites a list from a police department of what things are considered legitimatly suspicious behavior and legally worthy of a pretextual stop and search by cops. One of the things on the list was a racially mixed group of "suspicious" youth. I think the logic of that is that poor kids of different ethnicities would "naturally" have nothing to do with eachother, so a mixed group means some kind of illicit rather than social meeting. Of course any group of working class youth of color, racially mixed or not, is considered suspicuous by cops in the US. 3 Latino kids with long hair = gang to them.
