I was going to post this on the science section of the forum, but I decided that it isn't scientific enough. I also realized the story is from 2009.
Aliens 'already exist on earth', Bulgarian scientists claim
Work on deciphering a complex set of symbols sent to them is underway, scientists from the country's Space Research Institute said.
They claim aliens are currently answering 30 questions posed to them.
Lachezar Filipov, deputy director of the Space Research Institute of the Bulgarian Academy of Sciences, confirmed the research.
He said the centre's researchers were analysing 150 crop circles from around the world, which they believe answer the questions.
"Aliens are currently all around us, and are watching us all the time," Mr Filipov told Bulgarian media.
"They are not hostile towards us, rather, they want to help us but we have not grown enough in order to establish direct contact with them."
Mr Filipov said that even the seat of the Catholic church, the Vatican, had agreed that aliens existed.
He said humans were not going to be able to establish contact with the extraterrestrials through radio waves but through the power of thought.
"The human race was certainly going to have direct contact with the aliens in the next 10 to 15 years," he said.
"Extraterrestrials are critical of the people's amoral behavior referring to the humans' interference in nature's processes."
The publication of the BAS researchers report concerning communicating with aliens comes in the midst of a controversy over the role, feasibility, and reform of the Bulgarian Academy of Sciences.
Last week it lead to a heated debate between Bulgaria's Finance Minister, Simeon Djankov, and President Georgi Parvanov.
The prospect of Aliens coming scares the shit out of me. I may not be a nationalist, but I am a planetist. It's safe to say I would flip out and hide in the mountains somewhere. Go back to your planet! Earth is for Earthlings!

Yeah, it's pretty nonsensical really.
Why? Extraterrestrials are in all likeliness cooperative, social, and empathic (which is evolutionarily speaking most likely for an advanced sentient species), furthermore they are already in the communist phase of history, so no imperialist threat.
Idk, I don't like the idea of a more advanced species, capable of annihilating us hanging around here. They'd be the top of the food chain, just like we are now. Maybe their society developed differently and communism is unheard of? Idk, I may have watched too many alien invasion movies. Chances are I'd take my gun and go hide in the mountains for a good while. Or at least until Will Smith and Jeff Goldblum take them down.

The aliens' ways only have to be good enough to get them into space and to hang around long enough to bump into us. I don't see how that translates into "is likely to play nice with Earthlings".
Don't forget that they won't be bound by human behavioural standards. Our mistreatment at their hands could have more to do with a clash of values than any real economic motive. Maybe we're we're too warlike/pacifist, too collectivist/individualist, or too ascetic/hedonistic. Maybe we're just misguided souls who need to brought into the Light of Zsil'sharn, for our own good of course.
Or shit, it might not even have anything really to do with us. Maybe we could end up caught in the middle of a war between two star-faring civilisations, and we have to deal with the cargo cults and other shit that springs up as a result of exposure to and interaction with the troops of the Galaxian League.

Did these "Bulgarian scientists" post any of their work on the Net (not to speak of a peer reviewed journal)? Can this be accessed online? Is any of this research open source?

Jokes aside, I do think any species which has reached the organizational ability to overcome the speed of light, assuming that's how they got here, has to be a highly cooperative civilization. I.E., they must be socialist aliens.

Even then, that doesn't discount the possibility of a less advanced but more aggressive civilisation stealing FTL technology from a more advanced but more peaceful civilisation.

Any society capable of interstellar travel will have to be both immensely rich and incredibly advanced. It seems most likely that they would have moved to communism or something beyond it. The hackneyed idea of warrior empires developing that level of technology is pretty silly. And I don't believe for a moment that anyone on Earth has knowingly had contact with extraterrestrials.

Why? Wouldn't that depend on historical and material circumstances unique to each planet?

Why? Unless you have something like a Grand Unified Theory of Meta-History, how can you rule out a confluence of evolutionary, historical and geographical factors creating a stable authoritarian system capable of sustaining itself for the multiple centuries needed to start colonising the stars? Such a system may no longer have warriors, but there will still be enforcers and depending on their history, forces for dealing with outside threats (although in our case the threat we would present would likely be cultural, not military).
And I don't believe for a moment that anyone on Earth has knowingly had contact with extraterrestrials.
That I can agree with. I'd love confirmation of extraterrestrial life but I want more than somebody's word. Evidence!

Anyhow, sensationalist quasi-science. I'm expecting a book soon on how to enhance your power of thought to be able to communicate with aliens in 5 years time.
