I think those binoculars are suppose to have the covers on them like that. They serve some type of purpose I can't remember what. It does make him look dumb (not that he needs any help).

A few years back the right wing, (especially Rush) made fun of Clinton for the same thing. He was saying how stupid Clinton was (I'm not saying that he is not) for looking through binoculars that appeared to have covers on them.

I can't remember what the purpose of those covers are but they allow for people to see through them.

After the whole Clinton thing with those, I was suprised to see Bush do the same thing. But it makes for a funny picture.
