Why can't they just put together a DNA bank of family's that have lost a child (and want to participate) and anyone who is old enough to potentially be one of the missing children have the choice of having their DNA voluntarily cross checked with the database.

I assume that it would require quite a bit of funding. Not so much for the RT-PCR machines, but for the man hours of the lab-techs, and the Argentine government probably isn't willing to pay for it.
