And, am I right in suspecting that NPR's "doubts" (http://www.npr.org/blogs/thetwo-way/2012/07/05/156305854/the-arafat-killed-by-poison-story-heres-what-we-dont-get) might just be thinly veiled pro-Zionist bias?

I'm pretty sure Suha Arafat is up to her old trick again trying to get more money out of the PA and Qatar is using this investigation to preassure Fatah into a deal with Hamas. It may not even get finished, but yeah I'm pretty sure Israel assassinated Arafat and NPR is just throwing in to doubt so that no the Israel lobbay doesn't accuses it of being run by Joseph Goebbels.
