im reading hammer's memoirs and its makes me a little sad
he talks about the concessions lenin offered him and other capitalists
and hammer says 'well what about the workers? they've been taught to hate capitalists'
and lenin says 'dont worry, the workers will be happy to have a job and paycheck, if you have any probelms, our goernment will take care of it, or why bother , just call me'
and he talks about how much ass he got in moscow because he had a car. and how he only needed stupid parker pens to give to officials so they can do anything for him, becuase the pens were status symbols, and he laughs that anyone in america could buy those stupid pens
and he talks about trotsky cruising around moscow in his rolls royce
damn, its depressing. how is it different from brezhenes russia or mao or dengs china. i thought lenin was different

Well, the original point of the NEP was meant to speed industrialization in the agriculture sectors as well as establish a capitalist mode of production. To establish a capitalist mode of production was always part of the plan and the NEP was to establish this. Lenin, himself, called State Capitalism. It was meant to remain that way until the industrialization of certain sectors was up to standard and redistribution of the "commodities" were in full cycle. Eventually, the NEP would simply waste away. They had always intended to have a capitalist mode of production before going to socialism, as socialism is supposed to assume control of capitalism's highest level of production and better it. Even Marx had written that capitalism had to happen before socialism. So, one may argue, this was Lenin trying to deal with this situation in speedy manner since there was not enough time for the bourgeoisie to set this themselves up between February and October.
You can debate the pro's and con's on the NEP until the cows come home.

So why did Lenin call it a retreat?
Even Marx had written that capitalism had to happen before socialism. So, one may argue, this was Lenin trying to deal with this situation in speedy manner since there was not enough time for the bourgeoisie to set this themselves up between February and October.
But the capitalists werent in power, the communists were, that's a big difference. They were fighting the capitalists in the civil war. From what I understand, the NEP was a temporary step back during a famine to try to boost agricultural production by allowing some financial incentive.

This sounds like mostly BS. Maybe that is how Hammer interpreted Lenin. I had no idea that M.C. Hammer was that old! He looks great for his age.
NEP stands for New Economic Policy. It was basically a policy to stabilize the Soviet Economy after the depredations and dislocations of the Civil War and the policies of War Communism. It favored a stable currency, and letting private enterprise grow, especially in the country side. Essentially, it was a pro-peasant economic plan. It was not intended to go on for more than a few years, but ultimately it was the program of what became the Right Opposition. It neglected industrialization and planning. That being said, the USSR was in a deep economic trough and it helped for a while.

The NEP was a deliberately "state-capitalist" policy that was used with the intention of stabilizing the economy, appease the peasantry, and development. Ideologically, it went along with the "stageist" theory that stated that a society needed capitalist development first before it can get to socialism.

I have found a few references to the Rolls Royce. It was taken from the Tsars personal collection and outfitted into a military car. Although no I where I read about was an official source. Just a couple websites that came up on a google search.
