You have to identify those neighborhoods where you want to concentrate your population, said Chris Brown, Detroits chief operating officer. Even as they cut hundreds of millions of dollars in support to cities and schools in the 2012 budget, Michigan lawmakers saw fit to dole out $1.7 billion in corporate tax breaks.

I don't live in Detroit, but here in NJ most of the streetlights are inefficient and not economical at all. They might be doing themselves a favor.

A lot of lighting is wasteful and unnecessary. I'm not saying that's the case in Detroit, but it could be.

i think hes saying that detroit isn't known for being a very safe city and that turning off a large portion of the lights (which i can almost guarantee wont be shut off in the nicer districts) certainly wont help with crime.

I know of a case where inefficient lighting was used to aid a burglary, but you could be right. Again, I don't live in Detroit.

That is an impression that many people have, but I'm not sure how accurate it actually is. There was another major city that turned off a good percentage of it's street lights for the same budgetary reasons (I want to say Rockford Illinois, but I could be wrong), and crime wasn't really affected at all.

What does "inefficient" and "not economical" mean, and since when is "economical" a concern for anyone but the city government looking to rub the working class in vomit called "austerity" anyway? Street lightning is quite good at reducing traffic accident and it's a wonder the New Jersey Turnpike isn't illuminated throughout.
