Plans to tackle anti-social behaviour in England and Wales - including orders to replace Asbos - will be announced by Home Secretary Theresa May later.
Mrs May said the plans would include a "community trigger", which would force the police, councils and other agencies to act after several complaints.
Ministers also wanted to cut the number of different orders from 19 to six.
Labour, which launched Asbos under Tony Blair, said the measures were a "weaker rebrand" of powers to tackle the issue.
BBC correspondent Chris Buckler said the proposals marked the most far-reaching reforms of measures to deal with anti-social behaviour since the introduction of Asbos (anti-social behaviour orders) in the late 1990s.

May says it's about putting the victims first...but if these 'offenders', often working class kids, are just being punished without any consideration for their socio-economic situation, isn't it gonna keep going on and on? (typically 'bleeding heart' liberal rhetoric, but it's how I feel)
