Aside from the fact that the miss universe elections are sexist in and off themself....
A transgender woman was disallowed to participate last month because apparantly she wasn't born a woman. Donald Trump overturned this decision.
The woman in question eventually finished second.
From next year on the Miss Universe elections will change their rule that a contestant must be a naturally born woman. This also has consequences for all participating and affiliated national miss elections.

Don't agree with the contest itself, but some people do enjoy it and want to participate in it so as long as it exists it should be as open and non-discriminatory as possible.
The contest itself is a shallow appraisal of 'beauty' that only really runs skin deep, what difference would / should any contestants original gender make? Suppose it's the unpleasant arguement that transgender women aren't 'real' women (forgetting the born-as-women who artificially alter a lot of what they were born with).

But yeah, is good news.Though these pageant deals are always by their nature cultural elitist events is still nice to see queers out in the spotlight making themselves known.

But how is it good news? A transsexual woman did well this year, but trans people are going to be henceforth barred from the competition.

She won (well, second place) was good news not the barring part (barring part is typical reaction by cowards).

The term "cisgendered" is also used to describe people who are not transgendered.
