Without meaning to address the question / title of this thread, I'll just say that, in my understanding, revolutionaries wouldn't *look to* dealing with nationalistic bureaucrats, just as we wouldn't *want* to deal with the (nationalist) state itself.

The functionaries of the status quo are the collective upholders of society as it is -- it's all-the-more effective that, to them, their way of life and social and professional ties are just "normal", as if this has been the only way that life has ever been lived.

It's not in the interest of the revolution to get muddled up in such things -- rather, it would show the *weakness* of the revolution to get so entangled, instead of having the momentum of international solidarity to push onward, *past* such legalisms, onto a reality of shared productive ties that usurp capitalist domination.
