I was torn between posting this here and in the DIY forum. ;)
Anyway the idea is basically this most of us smokers have a kind of baseline solidarity where even if asked we by a complete stranger we will almost always share our cigarettes. So I was thinking could this be taken global? Organized into some kind of common fund system?
