I've been told this by a number of leftists. Is there anything of value in the truth movement?

I don't know if it's necessarily reactionary, but I find it seriously misguided. Reading the topic of your post, I thought you'd meant questioning the official reasons for the act provided by the American government. Questioning that would most certainly not be reactionary.

I hardly think so, they seem about as credible as the "hitler is hiding away in south America" conspiracy theorists and all of their evidence that supposedly proves the American government was really behind it is circumstantial at best.
If I had lost somebody close to me in 9/11 I really think I would be a little insulted that these people are trying to exploit the incident for attention.

No, there's nothing of value in the truth movement, in my opinion.
Questioning what the American government and security services knew about the hijackers' plans and movements, and particularly questioning the US government's involvement with Al Q'aeda, Pakistani intelligence and radical Islamist groups going back to the 1970s, is healthy.
Deciding that the government (or was it the NWO Jews?) blew up the towers and blamed some Arabs in order to pretend there was a threat so they could take away the assault rifles of survivalists in Michigan, is however beyond 'reactionary' and into the territory of 'fucking batshit'.

I think most of them are doing it out of misplaced outrage. Most of them really do believe it. If they didn't, they wouldn't be out there with signs and putting out documentaries because the only attention they get is bad.

Whenever I hear these conspiracy theories, the one thing no one can answer for me is why a government that wanted to invade Afghanistan and Iraq would stage an attack by a bunch of Saudis.
In answer to your question, I'd say it depends on the theory. Sometimes it's just annoying hyper-skepticism. Other theories, of course, can be outright anti-Semitic and, therefore, reactionary.

In its basic form (i.e. super-secret-shadowy-elite did it) it's not reactionary, but damn fucking stupid. But... there's plenty of different loons with differing loonie versions of that same loonie theory. Some of them claim it was ''ZIONIST JEW BANKING CARTELS!'' or the ZOG (ZIONIST OCCUPIED GOVMN'T) that did it. I'd consider them reactionary.

The truth is, many of the hi-jackers were being watched, some were watched very closely, many of them were watched before they even entered America.
Why was no one, at the least, fired for what was one of the biggest intelligence failures in American history?

It's important to question it as it is important to question everything. We must never forget to think critically about things and never accept things on the surface. Only then do we have the chance to uncover the truth.
The fact that a lot of reactionaries question 9/11, does not make questioning 9/11 reactionary.

Questioning is never reactionary. Subscribing to the "9/11 WAS AN INSIDE JOB! THE ILLUMINATI ARE BEHIND EVERYTHING! REPTILIANS! NWO! THOSE DAMN JEWS!" mode of thinking is a whole other story, though.

It's not reactionary, but it's as pointless as arguing over whether FDR knew in advance about Pearl Harbor. Whether or not the state actively engineered the attacks (which it's highly unlikely they did), they're still the ones responsible for the attacks occurring in the same way a bully is responsible if one of their victim's sneaks up on them and attacks them with a baseball bat.
