I believe it is from May 1968/The Situationist. But I could be wrong.

It is along the lines of

"every failed attempt at change that ends in failure or counter-revolution only serves to strengthen the existing order".
or
"all attempts at revolution that end in failure only reinforce the status quo"

...


It could be completely different, but thats the meaning behind it. It's a really popular slogan, i've seen it around. I wanted to find it and do the reading behind it, but i cant even find anything.

I can't help you - have tried to google some of the terms you suggested, but found nothing - but I think it is a great radical-sounding excuse for apathy.
