Khodorkovsky mentioned corruption during a meeting with Putin, he then started financing the 'Communist' party and other liberal parties. Putin had him arrested, he had enough reason as there was a lot of dirt, as with all of Russians new billionaires.

The Stalinist bureaucrats became big capitalists so government and the oligarchy are tightly intertwined in Russia.

Putin protects their privileges and they must also remain pay their tribute.

The current 'Communist' party represents the old Stalinist bureaucrats that didn't get a big enough slice after the SU collapse. But thats a side point.

Russian capitalism isn't mature or solid enough to have a western style bourgeois democracy. Putin and the oligarchs understand this. They need Putin to protect their privileges and serve as a arbiter in their internal conflicts.
