And they would learn philosophy in this program? Why is it not enough to just learn them philosophy and stop with the "if you don't learn this you cant vote" non-sense. Surely all the philosophy classes would be filled with discussions on the immorality of building an oligarchy based on education.
Not just philosophy (important for critical thinking in general), but also subjects relevant to politics. If you can't think critically, and/or don't have at least a basic idea of what you're voting on, you won't be able to make an informed and wise decision.
I would like to have everyone be allowed to vote so long as they just participate in a discussion about what is being voted on. However, getting everyone together would nearly be impossible, as would the discussion itself.

It would be a way to legitimize the vote, alternative to the program. It is similar to the idea of councils: people get together, discuss an issue, then vote on it. I would much prefer this over the program, but the logistics insist it is impossible. I don't think participation is the issue at hand. The population is much larger than 2000 years ago, so we can't just gather everyone in downtown Athens for a discussion.

But this doesn't legitimize that some people should not be allowed to vote because they did not follow a certain government program. If you even want a state, at least give the people who are oppressed by it a chance to choose their own oppressor.
