IMO the question is a bit too broad since raising children is a complicated process that takes many forms and many years to accomplish.
Did you have a particular aspect of child-rearing in mind when you posed the question?

The family would be abolished according to Marx and Engels, ie the bourgeois family. So how would that work in practice? I think it would mean that the state would treat every person as an individual. But obviously kids cant make decisions for themselves. But they can decide whether they want to stay with their family of not, even at a young age. Obviously adults should have the right to divorce, childcare, housing etc.
The state would treat every person as an individual but it would not ignore families of course, but those families must be free association. Obviously you would have to be careful is not to rehouse a 5 year old who says they want to leave their family because they were placed in the naughty corner!
