"The DHS has signed off on an “indefinite delivery” from defense contractors ATK that will include, for some reason, nearly 500 million high-power ammunition for .40 caliber firearms. The department has yet to discuss why they are ordering such a massive bevy of bullets for an agency that has limited need domestically for doing harm, but they say they expect to continue receiving shipments from the manufacturer for the next five years, during which they plan to blow through enough ammunition to execute more people than there are in the entire United States."

Everyone always tells me that Hollow points do more damage, but I had a large plastic action figure I used for target practice and and I shot him several times with 22. longrifle hollowpoints and the bullets just got stuck in him, however 1 shot with a non-hollowpoint (same caliber as before) blew him to pieces.

hollowpoints expand on impact. so, it may have expanded easily on the plastic and blunted its own force. but the regular ammo penetrated it and split it to shit.

.22 rounds are deadly in the right hands
CCI makes a "stinger" high-velocity .22LR round that will do some serious damage. A .22 Magnum (same slug as .22LR, but longer cartridge with more powder) can be used to hunt medium sized game (like white-tail), although it's illegal in most areas, it's possible. It just requires a head-shot instead of a lung-heart-shot. It will be an instant kill, though. A high-velocity .22 LR would work as well on white-tail under 50-75 yards.
There's several reasons Mossad chose it (http://www.berettaweb.com/mod_70/70-mod-71.gif) as their primary close-range assassination round. One was size/concealability, the other was that you can easily use subsonic rounds along with a suppressor to cut the sound down a bit. The third was that it's a really effective round.

The company that makes the bullets just probably pulled some strings to get a large government agency to buy a bunch of their bullets. Nothing new, just under the table deals.
Hollow Points will fuck you up. A lot of people shoot at hard targets and then they don't really get to see the traumatic effect the bullet would cause to muscle tissue. A .40 cal hollow point will ruin your life, whether you survive it or not. There are no "in and out" wounds where the bullet just neatly zips through one end and out the other. The bullet expands blowing the exit wound wide open, and causing serious damage due to the large temporary cavity it creates.
