I'm pretty sure I heard the word "government" between the sounds "war" and "nik", so it'd be more like "anti-war, government-nik" immediately before he trips over his own tongue for a fraction of a second.

I think regardless of whether he intended to be racist, he at least seemed to think it could be interpreted as racist, and stumbled over his words as a result.
