The CIA has played both sides since its inception. The inner ranks are split as evidenced by the number of ex-cia whistle blowers. From overturning democratically elected governments to starting international drug rings. The CIA has experience in it all.

Fun Fact: In the 1950s the CIA started the MKULTRA project. It was a multifaceted experiment in mind control and manipulation. The administered drugs such as LSD, psilocybin, scopolamine, marijuana and many other CIA employees, military personnel, doctors, other government agents, prostitutes, mentally ill patients, and members of the general public in order to study their reactions. They did not alway get the consent of the test subjects. No think on this, had this never been declassified it would have forever remained a "kook conspiracy" that would have never been taken seriously.
