Didn't Yeltsin actually finish it. As I recall, following the August 1991 attempted coup Gorbachev was reduced to a figurehead while Yeltsin really called the shots. I clearly remember seeing Yeltsin actually bossing Gorbachev around at some public meeting of some Soviet organization.
