I've heard a couple of times lately that USA "rests" on the backs of the third world countries.
Does that mean that USA can not function whitout the third world or what?

It basically means a large portion of capital and commodities flow into the USA (and most western nations for that matter) from economically deprived nations.
The bourgeois seek to maximize profits by paying draconian wage rates opposed to employing workers in developed nations because it would obviously cost more.

So to an extent yes, the economy of the USA is aided greatly by economically exploiting third world nations. A good example of this savage exploitation is miners in the Katanga Province of The Congo, the ore from these mines goes into nearly all the electronic devices such as laptops, games consoles and TV's which generate large profit margins once sold to consumers in the west.

Nothing proves this point more than walking south across the southern border of the US. Night and day. Insanely tragic as well.
