So I gotta take my cousin to people who help him drive. He is 18. Does he need a learner's permit in order to learn, even if he is over 18?

In the US it is different in each state. I am pretty sure though one must have a learner's permit,no matter what the age, that is take the "written test" before they can take the driving test.
Look up the California Dept of Motor Vehicles (or whatever they call in Cali)

I would assume so. Here in the UK learners have what is known as a provisional drivers licence. To be able to drive they have to have someone who is a fully qualified driver in the car with them, and they can't drive on motorways (freeways).

In my state you have to take a written test in order to get a learners permit.Only after this can you drive in actual. My state doesn't take age in to account except when setting the limit to take the test (which is 15).
