I'm a bit confused by this:

If, for some reason, worker's self-management -- in the form of worker's councils -- became the norm in a society, would labor unions be necessary at all? Or would labor unions serve some other purpose?

I ask because I'm kinda looking into (anarcho-)syndicalism.

If the labor unions gained actual power, wouldn't they serve the same function as worker's councils?
