In India, cops are criminals and they can do anythjng and get away with it. How to fight against them so as to bring about reforms? Must I go to human rights commission? Where do I start?

I can't speak to what works in India but here in the us people use a tactic called copwatch which is basically recording police in any context, to increase accountability and document abuses. Even if u don't have a camera u can just write badge and
Car numbers down and your account.

There is some stuff in this video that some may find hard to watch trigger warning etc..

The US and India are two radically different societies, though. In India, someone trying to start up a Copwatch will be pushed off a bridge and made to look like a suicide, or outright murdered in the streets and framed...oh, wait. Nevermind.

If folks in India are trying to start a Copwatch group, don't discourage them. Cell & digital cameras are much cheaper than before. When Copwatch was going here it was VHS.

It usually has involved reasonably large numbers of volunteers going round in areas where there is a reason to observe particularly.
Make sure the group is well disciplined and has exit plans.
I'm only familiar with Canada & the US. I'm sure tactics can be shared.

Regarding copwatch, in areas where people are scared and support isn't vast yet I'm sure snitch culture may be an issue so I wouldn't just recruit. All it takes is one person with a camera getting footage and sending it out to the net or even around neighborhoods and communities. I think that's how it starts.

Just going out on a Limb here.
Try starting a local group for protection. Not necessarily a Militia but somewhat of the sort.

I'd recommend no weapons. There are times, places and people for them, and the corrupt Indian police force and bourgeois Indian state is not it at this time. You have to have things degenerate pretty heavily, then you form the armed brigades.

Where I live, there is a state human rights commission. Would it be good to contact them instead of reinventing the wheel?

In my opinion, one shouldn't use the state apparatus for any thing. But that's a personal choice based on politics. The wheel is broken, it's time for an upgrade.
If u wanted to start cop watching, there is tons of info in English available about the us model. Then familarize yourself with Internet security, start taking testimony of friends and family, start filming when u can/ when it's safe. Then start uploading the info via secure means, promote via social media etc

a lot of places in the US are making it illegal to film or photograph on-duty cops, essentially making it impossible to hold them accountable. "when cameras are outlawed, only outlaws will have cameras" :p
