it is freely available for download, and the amazon edition is not DRM protected, if you want to produce a print edition on a non profit basis we will give you permission to do so.

Additional to that, the website from which the download is available eprints.gla.ac.uk makes clear that it is released under creative commons.

It is standard practice with open source software for example, you assert copyright and then give people a license that allows non profit distribution.
