Proper password policy on trusted systems involves using lower and upper case letters, numbers, symbols, at least 8-12 characters, and to change it regularly. They seem to be just enforcing that policy.

Even better security can be had by disallowing words in any language to be present, but checking every user's password against dictionaries would be extremely time consuming and resource-intensive. Enforcement of this policy on trusted systems is rare.
