I saw this picture that someone posted on facebook, however it was just the picture with no description as to what is going on in detail. Such as where this is or what is the reasoning behind it.

It's an image from a protest in Niterói (in the Rio de Janiero area) by some 400-500 poor residents, protesting over having to continue paying rent for homes that were destroyed during a landslide caused by heavy rain and other flooding during spring 2010 (http://www.reuters.com/article/2010/04/09/uk-brazil-floods-idUKTRE6375RW20100409). Since then the housing still hasn't been rebuilt and the residents, angry at having to pay rent for housing that isn't even there and the lack of response by the government in helping them, decided to protest since then. This particular protest was actually a while back in March 2011- the image slowly went viral since then.
