Hmm I used to get excited about things like this, but lets be honest, people like to say that they are upset with congress, but give them an alternative and they'll hug the leg of the establishment.

It doesn't matter, the majority of people hate congress as a whole, but love their individual representatives. This is because they expect congress as a whole to put the welfare of country first, while they expect their representative to put the welfare of his/her district first. Which representatives almost always do, and people reward them for doing it by re-electing them 90% of the time.

Approval for Congress in general tends to be very low, this is not really that new. Approval for individual congresspeople, however, tends to be much higher. So it comes down to: people tend to not like Congress overall, but congresspeople in their own districts tend to have higher approval ratings.

I think this is pretty low, even considering the normally fickle attitude that Americans have towards congress. When the Democrats controlled the House and Senate under Nancy Pelosi, the approval rate was around 30% for example, IIRC.
