Maybe for a game,or a project.
EDIT:If it for a game than you shouldnt make it too complicated,but be sure to mention the navies and the air forces,as well as motorized armies.(If you included them in your system)
Anyhow, Red Army's ground forces had 303 divisions and 22 separate brigades (4.8 million soldiers), including 166 divisions and 9 brigades (2.9 million soldiers) garrisoned in the western military districts. (1941 numbers)
The 1940 probably arent too different.
Stalin was the leader of the Soviet Union,but a he had many people next to him when the war started.
The stavka was the head of the forces,the members were: defence minister Marshal Semyon Timoshenko , the head of General Staff Georgy Zhukov, Stalin, Vyacheslav Molotov, Marshal Kliment Voroshilov, Marshal Semyon Budyonny and the People's Commissar (Narkom) of the Navy Admiral Nikolai Gerasimovich Kuznetsov.
Other important elements of the command were: Voronov, Mikoyan, Kaganovich, Lavrenty Beria, Voznesensky, Zhdanov, Malenkov, Mekhlis.

The German army invaded Russia with 3,200 tanks and the monthly output of 80 to 100 was too low even to make good the wastage. Although this rate later went up rapidly, it did not reach its peak until August 1944, when it was already too late, and even then was only a quarter of the Russian output. The Germans had sufficient fuel for only a fraction of their transport to be motorized. The rest was moved by horses! The average German infantry division had about 1,500 horse-drawn vehicles and only about 600 motor-drawn ones, compared with some 3,000 in a British or American infantry division. The German soldier had no winter clothing, and had to make do by wearing large cotton combat overalls over his uniform and stuffing the spaces in between with crumpled newspapers or, since newsprint was scarce, with German propaganda leaflets.
The Russians, on the other hand, began the war with 20,000 tanks, more than were possessed by the rest of the world put together, and they produced no fewer than 100,000 during the war.
I wrote this with the idea you were making an project or something,not a game,but i guess you could still use this information.
