I thought the charges against this guy were dropped because a judge deemed the situation unconstitutional?
Still though, I think the incident was brought up in order to scare people from videotaping police brutality.

well the us created the groundwork for fascism when the courts used the amendment that freed the slaves to declare corporations people. also remember a lot of the us higher ups during ww2 supported the nazi party.

This is plain old authoritarianism not fascism seeing as how the cops are not doing this supported by some unifying ideology or political party but this is merely the general nature of the system trying to protect itself. Fascism is a stronger and more evocative term than authoritarian though.

The definition of fascism is having a charismatic central authority which unites enough of the feuding factions of a Capitalist society. The collapse of a Capitalist economy is merely a cause of fascism, it's not the "definition".
