I think when it was written it was obviously designed with a punk audience in mind, though I saw then at the academy in manchester (more students) and some of the lyrics were amended to reflect the wider audience.

You also have to remember that in the 70s punk achieved iconic status with the sex pistols, and then with the clash generation, which is all more associated with the height of class struggle in the 80s, that was ultimately lost. Hmm.
