Essays on the state by non-leftists?

Does anyone have any good essays by non-leftists on the state? I've been trying to look at the Enlightenment thinkers but none of them have any essays that I've been able to find.

Do you mean the state as in governmental structures and institutions? Or civil society itself?

If the former, you could try Two Treatises of Government by John Locke, or Leviathan by Thomas Hobbes. For the latter, maybe Machiavellie's "Discourses On Livy"?

Man versus the state by herbert Spencer the social darwinist. this is post enlightenment, end of 19th century but certainly conservative.
