Where would the sovernity rest?

I can't really think of a good place for the power to rest in a socialist society. I don't like the idea of a dictator or group of elites. I feel like those are too prone for corruption and that the masses need some way to prevent this. I do like the idea of social libertarianism but I am uneasy about the majority oppressing the minority. Particularly because I still view the masses as having religion and other dogmas that might cause social intolerance. The notion of an enlightened society who don't needlessly discriminate just seems unrealistic to me. And the idea of democratic socialism seems like a safe route but I am not sure if that would work either. I don't see a capitalist economy nothing into a socialist one with any amounts of new policies. At the center capitalism would exist since it would just be building off of capitalism. It might turn into state capitalism or a welfare state.
