That website was delisted from Google because it included a bunch of "keywords" in the body of the page at the bottom the same colour as the background (so that the site would show up in searches for those terms). Google considers this an attempt to manipulate search results, so they remove websites that do it. The guy was convinced that he was being politically persecuted (http://thepeoplescube.com/current-truth/google-purges-the-people-s-cube-worldwide-t637.html) for attacking Google's decision to censor search results in China. If you scroll down, you see him quoting a post from a friend of his that says that the fact that no other websites that similarly criticised Google were removed from search results is PROOF POSITIVE that Google is engaging in a campaign of censorship.
It's of note that the author is (was?) actually from the Soviet Union, apparently.

The answer is this: art can deal with any subject. But there are criteria that make it succeed as art or succeed as something else.
A painting of Mao is not art if it is manifestly designed to coerce reverence.
A painting of Hitler staring at a picture of his mother with an anguished look on his face is probably art.
A painting of Hitler stepping on a caricature of a Jew is not art because I said so.
A painting of a worker stepping on a caricature of Bill Gates is not art for the same reason.
A velvet painting of Elvis is not art because it's dishonest. (Long story)
On to the Renaissance, a sculpture of Mary caressing the body of Christ after he is taken down from the cross is art because 1) it inspires reverence for their relationship, and 2) because it's beautiful; and 3) cause I said so.
A painting of the pope sodomizing an altar boy is not art because the purpose is to denigrate an institution (the papacy).
The sculpture of David in Florence is art because it represents the creator's dramatized vision of the ideal human form and because I say so.

No but art seems to happen in Capitalist countries. It happened pretty nicely in Feudal countries, too. The 10th century cathedrals, pretty much the whole of Italy, the new sky scrapers in Shanghai, Great stuff.
The Paris art scene of the early 20th century, NYC in the 80s and 90s. Hell, the Rock and Roll music of the 60s and 70s and 80s. 30/40 years later it's the Rolling Stones and U2 that are still the high grossing rockers.
